This is true for both cold and hot weather conditions, though not an all inclusive statement in and of itself.
One of my own favorite ways of reducing electric bills involves simply adjusting who the bill is processed through. I'm not talking about joining an unknown electric company that no one has heard of. Nor am I talking about change service providers in any way.
